If you found your way on this page, someone probably sent you this message. It was in a WhatsApp group, a Facebook post, in a job seeker Telegram channel in Muscat, Sohar, or Salalah. It said something along the lines of: Oman has a new SITT Certificate with a free registration, takes about 5 minutes, and unregistered applicants receive an OMR reward and a monthly bonus or a direct payment. Available to Omanis and expats. Limited entries. Apply before the deadline.
Before we wrote a single line of this article, we also searched for the source. Not the screenshot. Not the message sent via voice note. We wanted to find a source on a ministry page, a royal decree, a press release, or announcement, or even a training provider listed on a .gov.om page.
We couldn’t find any of these.
That, right here, is the best part of this article, and therefore, we’re putting this step right here at the beginning and not at the end of the application guide that we had to make up ourselves.

Government portals. We checked the Oman official service channels: the national e-government portal, the Ministry of Labor and Social Protection Fund, the entity responsible for managing social benefit payments in the Sultanate. We found no mentions of SITT program, no SITT registration form, and no announcements.
Accreditation and training bodies. Oman has a well-organized certification system. OPAL manages the unified HSE Passport for the oil and gas contracting sector. MOHERI licenses private training institutes and colleges. The Oman Medical Specialty Board takes charge of healthcare licensing exams. PDO maintains an approved-provider list. We examined their published catalogs. SITT is not mentioned in any of the catalogs.
Local press. Times of Oman, Oman Observer, Muscat Daily, and Oman News Agency. A national certificate that rewards cash to residents would be front page news. Nothing.
The acronym itself. We researched the term “SITT” on its own, as well as in combination with Oman, OMR, safety induction, training, and allowance. Results irrelevant to what we were looking for included police clearance certificates, attestation service, an HSE passport, and some financial services offered in other countries.
The links being shared. The messages forwarded to us included links that were recently registered behind privacy shields. There are no government domains included in the messages. Many of the links stopped working within a short time.
App stores. Some versions of the message link you to a SITT app that doesn’t exist on Google Play or the App Store. It’s an APK file on a random file server, which is the most concern inducing part.
Our conclusion, stated simply: as of now, there is no Oman SITT Certificate, and there is no Omani government ministry that is offering OMR rewards or bonuses to issue the Certificate.
If you have an official announcement that you think we may have overlooked, please share it with Techmla. However, it has to be a government website. A screenshot of a screenshot is not an official announcement. Believe it or not, that’s the crux of the issue.
Why “SITT” is Not Meaningful
Legitimate government programs have a backwards trace-able trail. There is a Ministerial decision, a decree, an Arabic name, a named issuing authority and a published means to appeal, as well as a prescribed eligibility criteria.
None of the above is the case with SITT. You may have received the SITT message which contains different meanings for SITT. In some versions, SITT stands for Safety Induction Training and in other versions, SITT stands for Skill Training and in yet other versions, SITT stands for IT Certification. This cannot be; it is templated branding. It is not government branding.
We thought we’d include these so you see what being advertised. Recognizing the template is what keeps you safe the next time. None of these are actually benefit offers. Think of this as a description of the bait.

- An One time OMR reward on approval typically between 50 and 500 OMR (USD)
- Offered recurring training allowance or bonuses on a monthly basis
- Preferential treatment for job opportunities; tokenistic and/or progressive Omanization programs
- Free registration with promise of approval within a maximum of 48 hours
- Reimbursement sent directly to your bank account or mobile wallet
- Eligibility valid for several years, thus almost all employees in Oman ‘qualify’
This is the tell. Offers lack screening criteria. Legitimate training certificates have pre requisites. Legitimate allowances have restrictions on beneficiaries. When an offer is built so that every single person reading it ‘qualifies’, it isn’t the product. You are!
The Structure it Follows
This has been around for a while (and isn’t confined to Oman) but it does follow a template and structure that has been used in many of the Gulf countries for decades.
UAE residents got a message claiming the Ministry of Labour owed Dh4,000 benefits to anybody who worked between 1990 and 2021. The message included the ministry’s logo and used a ministry-like domain name that replaced the letter “l” with “I” in Google. Telecom customers across the region have received messages in the past claiming they have won large cash prizes and all they had to do was provide their SIM card’s serial number. Authorities repeatedly claim these messages are not run by the organizations named in the messages.
The campaigns continue to be successful because of the same reason:
- Reference Legitimacy. Use a ministry logo, an official color scheme, and formal language.
- Attach a specific amount. A general amount would not feel as credible as a specific amount.
- Include a time limit. Use closing time and deadline of today or tonight.
- Create a process that ensures the message is distributed. A user is asked to forward the message to five groups in order to “unlock” the application. This is a form of free message distribution. This is how you received the message.
- Ask for one small thing. A processing fee, an OTP, a card number for “transfer” or an app install.
Step five is the business model. Steps one through four are the wrapper.
It was sent via forwarding. Only press releases and national news sources will announce information. Your uncle’s WhatsApp group will not be used.
It wants an OTP. No government agency in Oman, bank, or telecom operator will ask you for an OTP. Ever. Sharing an OTP is equivalent to giving someone account access.
You must pay to receive money. This is the oldest scam in the book. A charge for processing, verification, or a refundable deposit will clear your account.
It requests an app. Installing Android APKs from an unverified source results in a total loss of your SMS messages, your banking sessions, and your contact list.
After “Apply” has been Clicked
These are the steps that typically follow a completed form.
Complete the form. Fill in your full name, civil ID or resident card number, mobile number, employer, and possibly your bank name. On its own, that information is worth money on fraud markets and can be used to conduct many account takeover attempts and follow-up calls.
The next step is a share gate. This step asks you to forward to five different WhatsApp groups in order to proceed. This step makes you an unintentional distributor.
Then the ask. In less extreme examples it’s a small fee that’s described as an admin fee and is paid through a transactions system that can’t be tracked. In more extreme examples, it’s an OTP that is requested of you over the phone by a person that sounds calm and official. They provide a bunch of background information that they claim to have collected, and even recite some information that is personal to you. Because of this you think the call is legitimate.
But, in the worst case scenarios, it’s an app that asks you to grant a bunch of permissions, like permission to receive SMS and accessibility permissions, and reads the codes that your bank sends you.
The certificate, of course, never shows up.
Certificates in Oman That Are Actually Worth Your Time
Before we get into this section, let me say that the desire to click that link is valid. People are looking for something that increases their income. Fortunately, there are some legitimate credentials in Oman. Just be prepared to pay for it.
The OPAL HSE Passport is a legitimate certification and adds value in the Oil, Gas, and Construction sectors.
There are also other MOHERI licensed training institutes. Verify the certificate that you purchase from any of these training centers. If they don’t have a license, that certificate is worthless.
Sector licensing bodies. Healthcare practitioners must follow the route of licensing and examinations as opposed to general purpose certificates. Authorities for qualifications in Electrical, Welding, Rigging and Driving are well defined. Each of these publishing requirements is in the public domain.
Document attestation. For a degree that was awarded outside your jurisdiction, attestation by the prescribed process and Oman’s Ministry of Foreign Affairs is necessary for it to be of any use here. It is slow and bureaucratic, but real.
For the Social Protection Fund and the Ministry of Labour, these are the entities to contact for benefits and allowances. If you think you have a right/claim, you should go to a Sanad service centre and ask. It will take you around an hour to get an answer from a person who sits behind a desk.
If You’ve Already Shared Your Details
Don’t panic, and don’t waste time being embarrassed about it. Follow this step by step guide:
If you shared an OTP or card details: call your bank using the number on the back of your card (don’t call any other number from the message). Freeze the card, reverse what you can, and ask them to flag your account.
If you installed the app: go to Settings and see if any apps are granted SMS, notification-reading, accessibility permissions, etc. Uninstall the app, turn off mobile data and Wi-Fi, and factory reset your device if it handles your banking.
If you lost money: Save all your screenshots, reference numbers, and phone numbers. Report it to the Royal Oman Police via the channels they have made available. While there are no guarantees for recovery, reporting builds the maps that lead to these networks shutting down.
If you only lost your name and ID: No money was moved, but be prepared to receive follow-up calls. Anyone calling you using your name and ID is not a sign of legitimacy. It is a sign that they have filled out your form.
Always: Change any passwords that you used more than once, enable two-step verification for your email and banking, and notify the group that sent you the message. The most important step is notifying the group.

Search the name of the program + Oman on Google News. If a national scheme is real, local media reported it. Silence is an answer.
